Abstract
The changes in the regulation of public procurement co-financed with EU funds are aimed at increasing the efficiency, flexibility and transparency of EU funds utilization, maximizing the effectiveness of achieving the goals, especially in terms of reaching the objectives of the Europe 2020 Strategy. The purpose of this article is to present control of public procurement co-financed with EU funds under new regulations. The analysis of this problem is based on the presentation of the Europe 2020 Strategy and the new regulations concerning EU funds utilization. Special attention is given to the amendments in the Polish law as a result of an adjustment to the requirements of the control system indicated in the EU funds spending regulations. The special features of projects co-financed with EU funds require various controls, such as: formal strategic, financial and public procurement control. Verification of compliance with the public procurement rules is a very important area of control for projects co-financed with EU funds. For this reason, the legal framework for modernization of the public procurement system in Poland has been presented.
