EDITING RULES AND GENERAL INFORMATION
Public Procurement Law is a quarterly journal that publishes articles and materials on issues relating to public procurement, interdisciplinary and innovative papers relating to legislative changes, as well as papers discussing pressing and important practical problems. In addition, the quarterly publishes reports and reviews of Polish and foreign monographic studies and the case law of the European Court of Justice, the Supreme Court and district courts concerning these issues.
Articles should be sent to the editors by email to: [email protected].
Rules for reviewing papers
Submitted articles are initially assessed by the Editors of Public Procurement Law, mainly with regard to their scientific and educational value and the presentation of the topic. Articles that do not meet the basic conditions for publication, as well as manuscripts that are incomplete or prepared in a manner that does not comply with the stated rules, will be rejected without substantive evaluation. Papers that are receive an initial positive evaluation are registered and sent to reviewers. The editors selects the reviewers based on the subject matter presented in the article submitted for publication. The final decision on accepting a paper for publication is made by the editor-in-chief on the basis of the expert opinions sent by the reviewers.
Conflict of interest
At the same time as submitting the manuscript, the authors of research papers should disclose any financial obligations between the authors and a company whose product is relevant to the submitted work. This information will not be disclosed to reviewers and will not affect the decision to publish the paper. Once the manuscript has been accepted for publication, the editors will agree with the authors on the form in which information on funding sources should be made available to readers.
As review articles and editorial comments consist of the selection and interpretation of data from the available literature, the editors of Public Procurement Law expect the authors of such papers to be free of financial relationships with companies whose products are the subject of the article (or with competing companies).
Any disputes with the publisher concerning the publication will be settled by the district court with jurisdiction over the publisher's registered office. The legal relations between the publisher and the author are governed by Polish law and international conventions in force in Poland.
Transfer of copyright
By submitting a manuscript with illustrations and tables, the authors declare that the submitted manuscript has not been previously published or submitted to the editors of any other journal (excluding abstracts not exceeding 400 words). They further declare that they automatically and free of charge transfer all copyrights to publish and distribute the submitted materials to the publisher, in all known forms and fields of exploitation, provided that the materials are accepted for publication. At the same time, they agree that the work will not be published anywhere and in any language without the prior written consent of the copyright purchaser, namely the publisher.
Permission to print
Material previously published must be subject to written permission for re-publication from their previous publisher. If the information in a case report, illustration or text identifies any individuals, their written permission for publication must be provided.
Limitation of liability
The editors and the publisher make every effort to ensure that the information published in the Public Procurement Law quarterly is reliable and accurate. However, opinions expressed in articles or advertisements are published under the sole responsibility of the authors or advertisers. Accordingly, neither the editors nor the publisher are liable for the consequences of using any inaccurate information.
Guest authorship, ghost-writing
We would like to remind you that guest authorship (indicating a person who did not participate in preparing the paper, or whose participation as author of the paper was minimal) as well as ghost-writing (failing to include as co-author or to acknowledge a person whose contribution to the paper was significant) are cases of scientific dishonesty and will be exposed if detected.
