Environmental aspects in public procurement

Abstract

Consideration of environmental aspects in public procurement is one of the ways to implement strategic goals mapped out by the EU for the first two decades of the 21st century. The contracting institutions which are obliged to observe the regime of the public procurement law have a very large economic potential. That is why their impact on sustainable economy is significant. Taking into account the requirements of the EU law, the application of environmental criteria, mostly of a technical-qualitative and economic-cost character, is successively developed. On the other hand, specific environmental criteria may be usually encountered when ordering design services or in contracts awarded by way of a competitive dialogue. Therefore, in the current practice various environmental requirements are reflected in the form of rigid conditions, especially in technical specifications describing the object of a contract.
