The importance of life cycle cost in public procurement

Abstract

This article deals with the issues of life cycle costing as a tool supporting the implementation of sustainable public procurement. The implementation of sustainable public procurement is currently of strategic importance for the success of the horizontal policies of the European Union. Hence, the use of LCC should be promoted among contracting staff, as this enables both the inclusion of pro-innovative, pro-environmental and pro-social aspects in public procurement, and leads to rational spending of public funds. In both EU and national legislation, life cycle costing is seen as an important tool for considering energy and environmental costs throughout the life cycle of the purchased good, including the cost of greenhouse gas and other pollutant emissions, based on an appropriate monetary value method. In view of the above, it is worth analysing the impact of life cycle costing on the implementation of sustainable public procurement. This issue is important because one of the most important effects of the professionalisation of public procurement is to be the wide application of the cost criterion, including the one based on life cycle costing.
