The digitisation of public procurement in Russia

Abstract

Developments in the digitisation of public procurement in Russia are conditioned by two fundamental factors, which take on particular intensity and importance due to the specific conditions in Russia – the development of eGovernment, which due to the country’s large size, makes it possible to significantly accelerate the circulation and flow of information and documents, as well as to increase the openness and transparency of public procurement in such a way as to minimise corrupt practices and situations. The digitisation of public procurement started in Russia in relation to the “Electronic Russia” programme implemented in 2002–2010, aimed at providing the foundations of the electronic administration system. The particular stages of development in terms of digitisation are primarily due to relevant acts adopted in 2005, 2013 and 2017.
