Abstract

This paper, based on a report on the low competitiveness in public procurement proceedings published by the Public Procurement Office, aims to present some of the current problems related to contractors participating in the public procurement market. The study describes several secondary barriers limiting the accessibility of procurement, and sets out some details on this issue while attempting to discuss the reasons behind the problems. The analysis also includes solutions that will come into force in the new Public Procurement Law.
