Abstract
The notion of office is sometimes identified with authority. In this context, the essence of an office are people performing various activities. Generally, offices may be divided into those that have authority (imperium) and those that do not. An office may be also perceived as a set of competences and at the same time an organizational unit together with the accompanying substrate of human and material resources.
The article discusses the legal status of the Public Procurement Office in the context of past experience and current expectations.
