Electronic tools facilitating public procurement procedures – new suggestions

Abstract

Directive 2014/24/EU of the European Parliament and of the Council on public procurement postulates the implementation of complex e-procurement procedures, which will fully replace all traditional forms of public procurement with its electronic forms. It requires the introduction of both solely electronic communication between contracting authorities and contractors and solely electronic procedures and records in public procurement. This will allow for introducing simpler and more flexible procedures of awarding public procurement and will result in savings of public money and facilitate control over it. Additionally, access to public procurement will be easier, which will increase its competitiveness. Facilitating procedures of awarding public procurement requires adequate electronic tools, which will effectively support all the stages of public procurement. One of them is so called European Single Procurement Document, which will replace, in the initial stage of the procedure, official and private documents required to confirm that a given contractor has fulfilled all specific requirements and there are no basis for his rejection. A similar solution was introduced in Italy several years ago in the form of “AVCpass” (Authority Virtual Company Passport), which preceded the solutions introduced by Directive 2014/24/EU. This system allows for increasing transparency of public procurement and impartiality of the choice of contractors.
