Abstract

Cost criteria and lifetime of the object of procurement are of special importance in the area of public procurement because of the need to justify public spending. The contracting parties should select products of high long-term value, which at the same time comply with the environmental protection policy. In order to specify cost criteria properly the contracting entities should have considerable expertise. With that in mind, the postulate to set up qualified staff dealing with procurement for the public sector will remain topical. It seems that cost criteria will be used ever more often since their omission may result in posing a charge that the effectiveness requirements have been ignored, and even that the most favourable bid has been selected subjectively.
