Abstract

The article analyses the principles of assessment of offices and their staff – a new general principles of administrative proceedings entered in the Code of Administrative Procedure as a result of coming into force of the “Constitution for Business”. The author considers axiological reasons for the introduction of this principle to the legal order and makes an attempt to delimit its subjective and objective scope. Moreover, an attempt has been made to answer the question whether in the present form the principle complies with the general rules of administrative procedure and will allow to realise the goals intended by the legislator effectively.
