The importance of the public procurement procedure plan for the transparency of the contracting authority’s activities

Abstract

The article assesses the importance of the public procurement procedure plan for maintaining the transparency of the contracting authority’s activities. The basic issues relating to the principle of transparency in public procurement are explained, indicating its impact on the planning stage of purchasing processes. The issue of the form and content of the plan, the obligation to keep it updated, and the method of publishing it are discussed. An exemption to the principle of publishing the plan of public procurement proceedings, limiting the principle of transparency, is also explored. The problem raised is intended to present the purchasing plan of the contracting entity as one of the key legal tools increasing the transparency of the activities of public institutions.
