On the need to further strengthen the protection of the interests of small entrepreneurs

Abstract

The article discusses problems with the small, micro-, small- and medium-sized enterprises (SMEs) participating in public procurement contracts.
The Polish public procurement market displays relatively low competitiveness, resulting directly from the relatively low number of offers submitted in public procurement procedures. The reason for this is the insufficient participation of SMEs in relation to offers submitted in tenders, both below and above the EU thresholds. Increasing the participation of SMEs in the public procurement market will translate not only into improved competitiveness, but also into the development of businesses involved in the implementation of public procurement. The creation of conditions for increased participation of SMEs in performing public contracts is closely connected with the increased awareness of the existence of instruments provided for in the Public Procurement Law that support this sector of contractors.
