Abstract

This work looks at the issue of accession to the appeals procedure before the National Appeals Chamber. The basis for consideration is the Public Procurement Law of 11 September 2019, and reviews the legal regulation concerning accession to the appeals procedure in terms of the existing jurisprudence and doctrine. This article answers key questions regarding the formal requirements for accession, the effectiveness of demonstrating a legal interest in accession and its legal nature. Finally, the author tries to resolve the ongoing discussion on the admissibility of examining the legal interest in accession at the initiative of the National Appeals Chamber.
