Abstract

This article presents selected problems related to the needs analysis – a new instrument aimed at ensuring better preparation of public procurement procedures with a higher value. The issues discussed in the article concern the practical application of this new solution, the time limits for preparing the needs analysis, its nature and certain requirements concerning its content. However, the main aim of the study is to determine the primary goal adopted by the legislator when introducing this solution to the PrZamPubl Act of 2019. The article also looks at the needs analysis in terms of the effectiveness of public procurement.
