Professionalisation and the stimulation of cross-border procurement

Abstract

Cross-border procurement involves contracts where the contracting authority and the contractor are located in different states. They foster the development of markets by stimulating and facilitating technology and knowledge transfer, and have a positive impact on competitiveness. Cross-border public procurement in the EU is still being developed. The list of contractors is dominated by those from Germany, France and Spain. In Poland, cross-border procurement accounts for a small proportion of total public contracts. Polish businesses win a small number of foreign contracts. There is considerable need to extend assistance for businesses interested in participating in procurement procedures organised by foreign institutions and international organisations. The activity of administration and entities supporting businesses in this area is noticeable, but these activities need to be remodelled and intensified.
