Abstract

In this article, the author analyses a number of issues concerning civil servant qualifications in local government administration concerning public procurement. The author stresses the importance of not only professional qualifications for specialists in this area, but also of moral and civic qualifications. She also postulates the introduction de lege ferenda of certain professional divisions for the group of specialists in public procurement, and in particular broader statutory guarantees in the area of further training and a certain degree of professional independence. She also sees the potential for procurement specialists in the future, given the growing importance of the public procurement sector.
