The role of the president of the Public Procurement Office in the public procurement system and in the public administration structure

Abstract

The introduction of new legal solutions in the area of public procurement gives a good opportunity to look once again at the position of the president of the Public Procurement Office in the structure of public administration. The analysis presented here focuses on the elements that define the president of the Public Procurement Office not only as a central organ of government administration, but above all as a body that checks the regularity of contract procurement. The author assesses whether granting the president of the Public Procurement Office new rights and duties concerning public procurement means that the role of this body in the public procurement system has changed significantly. The findings in this respect take into account the new supervisory measures granted to the Minister of the Economy, as well as in the context of creating a Committee for Control in Public Procurement.
