Implementation of the new Public Procurement Law

Abstract

The new Public Procurement Law introduces the most significant regulatory changes to the public procurement market in 17 years. The completely new law changes the “procurement” reality for all the market participants. However, the process of implementing the new law is complex, as it affects numerous (previously unknown) areas and requires the involvement of a large group of people. Therefore, it seems necessary both to describe the process of drafting the new act and to show the “philosophy” behind its preparation and enactment, which is also reflected at the implementation stage. Also important are certain events occurring between the enactment of the act and its actual entry into force that have directly or indirectly influenced the assumptions on how the new PPL should be implemented.
