Professionalisation of officials – the role of associations

Abstract

The fundamental principles behind the professionalisation of staff performing public procurement tasks have been stressed since the early beginnings of the public procurement system in Poland. In addition to promotional activities undertaken by the government administration responsible for public procurement and ordinary training activities, it is also necessary to consolidate the clerical environment. Establishing an association of public procurement officials could foster the exchange of experience among professionals, popularise knowledge on public procurement and enable practitioners to participate in the legislative process. It would also encourage the professionalisation of officials by strengthening their position in sensitive relations with various interest groups.
