Abstract

Securing a public procurement contract by establishing a pledge on securities issued by the State Treasury or a local government is an important issue in the context of digitising public procurement procedures. It is necessary to discuss not only the definition of securities, but also the institution of the pledge. Meeting the requirements of a qualified form of pledge in electronic procurement proceedings may constitute a significant obstacle to applying such a security in public procurement contracts. Therefore, the article also looks at securing a contract by establishing a registered pledge.
