Abstract
Directive 2014/24/EU of the European Parliament and of the Council proposes the introduction of electronic means of information and communication in procurement processes, which means fully electronic communication at all stages of the procedure between contracting authorities and tenderers. This entails various consequences for contracting authorities connected with the need to develop a suitable repository of electronic tools used during procurement procedures, as well as the need to ensure the proper functioning of the e-procurement system. According to national regulations, every contracting authority is responsible for implementing the electronic procurement system, which means it must have at its disposal appropriate tools, such as electronic means of communication within the information and communication system, a webpage, an e-procurement platform and the tenderer’s profile, etc.
