Abstract
The article analyses the public-private partnership as an instrument for developing public sector innovativeness. The analysis is preceded by a discussion of the concept of innovation and the PPP. The article focuses on analysing those PPP elements which may directly or indirectly stimulate innovation in the public sector. The perception of innovation as a process of changes aimed at raising effectiveness should be inseparably linked with the PPP. Many a time the PPP allows us to satisfy current and topical needs of a community, while indirectly the public entity improves its mechanisms of operation, and on top of that the public sector consolidates its political legitimacy. Also the fact that in the situation of various types of limitations a public service becomes accessible for a community is an added value of intersectoral cooperation. Without due support the public sector will never be able to utilize innovative solutions in the process of providing public services on its own. The public sector should develop competences and capabilities of utilizing PPP instruments in the process of satisfying public needs. The PPP itself should not be treated as merely a tool which help implement public tasks, but also as an instrument stimulating innovativeness in the public sector.
