How does the European Media Freedom Act affect the operation of media services market regulators

Abstract

The article describes the most significant parts of the draft EU regulation - the European Media Freedom Act, which extends the scope of European media law. The text briefly presents also the legal, political and market context of the new legislative initiative of the European Commission. Moreover, it outlines the provisions which are most controversial in public perception (concerning public media, limitation of the freedom of expression and editorial responsibility of journalists and publishers). However, the main part of the text is devoted to the competences of a new EU body - the European Media Services Council, which for the first time in history will, for the time being to a limited extent, play the role of a pan-European regulator of the European media market. Against this background, the author analyses the impact of the project on the position of national media regulators, especially regarding their international collaboration and evolution of their role in recent years, in particular in the area of electronic media.
