Abstract
In the practice of public administration, doubts may arise as to which public administration authority is competent to resolve a particular administrative matter. Such dispute implies inability to issue an administrative decision until it is resolved by an administrative authority or administrative court. Until such jurisdictional dispute is resolved the public administration authorities concerned may only carry out actions requiring urgency with regard to public interest or legitimate interests of citizens and shall inform thereof the authority responsible for resolving the dispute. The text attempts to indicate the essence and scope of such actions.
