Abstract

The proceedings concerning entry to the pledge register fall within the category of property law since a registered pledge is a special kind of pledge regulating the right to certain assets. The decision to enter or strike out a pledge to or from the register concerns the substance of the case. A cassation appeal is admissible according to the general provisions of Art. 5191 § 1 of the Code of Civil Procedure, whereas the exception from § 3 refers exclusively to registers of entities.
