Abstrakt
Algorytmiczne systemy rekomendacyjne zarządzają dystrybucją treści cyfrowych, które prezentowane są użytkownikom całą dobę, oddziałując na ich poglądy oraz kształtując ich osobowość. Rodzi to pytania o autonomię jednostki, prywatność oraz zdolność do niezależnego decydowania i działania w przestrzeni cyfrowej. Pierwsza część publikacji przedstawia ewolucję koncepcji cyfrowego samostanowienia, zarys kwestii związanych z platformami internetowymi optymalizującymi swoje działania z wykorzystywaniem algorytmów rekomendacyjnych oraz ocenę skuteczności instrumentów prawnych zawartych w ogólnym rozporządzeniu o ochronie danych1 w kontekście ryzyk związanych z taką działalnością.
Abstract
Digital self-determination in the context of algorithmic information content recommendation systems – Part I
Algorithmic recommendation systems control the distribution of digital contents, including information contents, by directly affecting the view of Internet users as well as shaping their preferences and personalities. This arouses questions concerning autonomy, privacy and ability to decide and act independently in the digital space. The first part of the publication presents the evolution of the concept of digital self-determination and an outline of issues connected with web platforms which optimise their operations with the use of recommendation algorithms, including the phenomenon of the web platforms seizing the key functions of society. The acricle discusses the types of recommendation systems and how they function as a constitutive element of algorithmic media. Then it presents an assessment of the effectiveness of legal instruments provided for in the GDPR in the context of risks associated with the progressing platformization and algorithimzation of the virtual sphere.
