Abstract
The aim of the article is to analyse the scope of information presented when reporting official public procurement in the context of the challenges facing the public procurement market in Poland. In a constantly growing public procurement market, the problem of low and even decreasing levels of competition among contractors is well established. This is shown by the low number of bids submitted to tenders and the relatively low participation of contractors from the SME sector.
The results of empirical research carried out on contracts above the EU thresholds indicate that the intensification of competition in public procurement is favoured by an increase in market transparency. This phenomenon is mainly associated with a reduction in transaction costs for contractors, together with easier access to comprehensive information on the state of the market.
The article postulates that the degree of transparency in the public procurement market should be deepened by providing comprehensive information on individual contracts, including those awarded on the basis of exemptions from the provisions of the Public Procurement Law.
