Abstract
The calculation of the offer price is of fundamental importance, not only for the contractor bidding for the contract, but also the contracting authority selecting the most advantageous offer and enforcing the performance of the contract as described in the contract documents. It is the contracting authority’s duty to present the methodology for calculating the offer price precisely and comprehensively. Practice shows that a significant number of conducted public procurement procedures have had issues with faulty descriptions of the price calculation method. Precisely formulating the rules on evaluating bids in a public procurement procedure helps reduce the risk of numerous questions from contractors during the proceedings, as well as the submission of incomparable bids.
