Abstract
The paper discusses the criteria used to assess procurement offers and attempts to answer questions about the strategy that should be assumed by the contracting authorities when establishing the criteria of assessing offers, not only to ensure compliance with the specified minimum values set out by the legislator, but also to select the most advantageous offer in economic terms. The paper indicates significant factors to be taken into account for a proper assessment of offers, mainly concerning the requirements of the new PPL. In that act, the legislator continues to follow the trend of recent years of enforcing the quality aspects in public procurement, which is even specifically stipulated in the norms regarding the assessment of offers.
