Abstract

The article presents the distinctive features of building production. These features have to be taken into consideration in the selection process when setting out the criteria for assessing bids in public construction works. The criteria that fail to meet the described criteria cannot be effective. It should be stressed that the issue has been analysed from theoretical, legal and statistical points of view. The general conclusion arising from the article is pessimistic. The criteria for assessing bids now applied on the Polish market of public construction works are completely different from those set out in the paper.
