Abstract
Regulations on non-price criteria of evaluation of tenders leave considerable freedom to the contracting authority as regards their formulation. This freedom includes also the potential to allocate weights to criteria which best correspond the preferences of the contracting authority. Both , criteria and weights allocated thereto must be strictly linked with the contract object and facilitate its distinction from other objects offered by contractors. This is done through specification of the economic value of a criterion and its share in the final transaction price of the public contract object.
