Abstract
Simplification of public procurement procedures, their deformalisation and making them more contractor friendly have been discussed for years now. The everyday practice shows that measures undertaken in this area have not brought about any satisfactory effects and many actions carried out under the procedure may yet be deformalized and simplified without endangering trading safety. Allowing for a more extensive use of electronic instruments, accepting electronic images of documents and treating them on a par with their paper originals, as well as getting rid of obsolete fax machines will not eliminate all of the barriers, but will undoubtedly ease bureaucratic burdens.
