Abstract
The Czech public procurement regulations are very similar to Polish normative solutions. This is certainly due to the impact of EU directives, developing goodneighbourly relations and historical ties, especially those dating back to the times of the partitions. First of all, this concerns similarity of the competitive bidding procedure for public procurement contracts, the legal structure of the duty to conclude a final contract, and the solutions relating to the extent of legal protection of competitors. The approaching implementation of new EU directives will probably further extend this scope of integration. In particular, the stress in now placed on providing greater access to public contracts to small and medium enterprises, rationalization of subcontracting regulations, better protection of fair competition, as well as improvements in the area of concession contracts. Not without significance are also solutions which contain bureaucratic burdens, expand societal and pro-innovative aspects.
