The article discusses rudimentary issues relating to the duty to appoint data protection inspectors by data controllers and processors. In particular, the prerequisites the fulfilment of which gives rise to the duty to appoint a data protection inspector have been analysed. The criteria for the determination, regular monitoring and large scale have been described. The article also attempts to specify the prerequisites the fulfilment of which should allow to determine whether a given entity carries out a personal data processing activity.
