Abstract
The article attempts to make a distinction between various types of construction operations performed in an already commissioned facility. The discussion concerns ongoing maintenance, refurbishment, reconstruction, redevelopment,upward and outward extension, and the analysis in a large measure refers to the practice applied by administrative courts over the past decade or so. In effect, the authors concludes that of key importance for the distinction between the types of those operations is their purpose, frequency and objective scope, as well as the effect in the form or interference into the existing structural substance and its hitherto functions.
