The reform of the employment relationship in Italy

Edoardo Ales
Abstrakt

The essay aims at illustrating and analyzing the reforms carried out by the Italian government and parliament in 2014 and 2015, going under the name of Jobs Act. The main idea was and is that of rethinking the regulation of the employment relationship with a view to making it better matching to the needs of production. The reforms touch upon almost all the areas of individual labor law, as well as of labor market policies. The essay focuses, in particular, on the revision of the regulation of the work relationships, the single contract (contratto a tutele crescenti), the coordinated self-employed relationships and the fixed-term contract. To use the words of the legislator, Italian Labor Law is becoming more and more employers friendly, abandoning the traditional approach focused on job protection at any cost. Employment protection, in the sense of facilitating transitions from one job to another is the new guiding principle of the Italian legislator.
