Abstract
The article is a report on the 17th Scientific Conference „Internet Security. Cyber Responsibility” and the accompanying workshops organized by the Cardinal Stefan Wyszynski University’s Center for Digital Transformation Leaders (CLTC) in cooperation with Samsung Electronics entitled „Technologies of the Future” and with Meta entitled „Defense against Cyber Fraud” as well as the Expert Session of the Scientific Legal and Information Technology Center entitled „Current Problems of the Internet Security” and the Expert Debate entitled „Secure Data Processing in Medicine” organized by the CLTC and the e-Health Center (CEZ). The events were held on 24-26 November 2025. The report summarizes the accompanying events and the plenary sessions, indicating the panelists and the topics of their presentations. This year’s multi-threaded and multidisciplinary debate covered the topics of models and scope of cyber liability; the structure and problems of public law regulation of cyber liability; problems of cyber liability regulation in private law; cyber liability of administration regarding health; cyber liability of business regarding health; and professional cyber liability. The speakers presented results of research on cyber liability in terms of law (i.a. in the light of new regulations such as NIS2, EIDAS 2.0, AI Act, DSA, and the European Health Data Space), technique (i.a. issues related to cryptography), management (analyzing the costs of implementing cybersecurity, including staff training), and medicine (i.a. in the context of the use of AI solutions by doctors and pharmacists).
