Abstract

The article discusses the provisions of Regulation (EU) 2019/1150 of the European Parliament and of the Council of 20 June 2019 on promoting fairness and transparency for business users of online intermediation services (P2B Regulation). It begins by pointing out the reasons for adopting the Regulation. Then, it presents the scope of the Regulation, including doubts regarding its subjective scope, in particular, whether the Regulation will cover such platforms as Uber. Further on, the article presents the terms and conditions of using online intermediation services, issues relating to ranking and transparency of the algorithms used. Next, the provisions on access to and use of data are presented. Finally, methods of resolving disputes between intermediaries and business users are discussed.
