Abstract
The year 2016 set an important milestone in the development of data protection law in Europe: The Council of Europe finalized the process of modernization of its Convention no. 108, the General Data Protection Regulation (GDPR) was adopted, and the EU-US Privacy Shield enabling data transfer between the US and Europe was signed. In the first part of the article the author briefly presents the data protection system in the existing wording of Convention no. 108, then discusses the main changes in the modernized version of the Convention and compares them with the principles set out in the GDPR. Finally, the article examines the proposed amendment of Convention no. 108 from the viewpoint of creating a global data protection instrument.
